Did PGA err by assessing Dustin Johnson a two-stroke penalty on 18?

- I thought the ruling was fair but unjust. It seems the PGA has become so lazy in their course layout they had to cover their own inability to set a course up correctly with a local rule. To declare every patch of sand a bunker is laughable.
